Another approach might be to use BVH as your intermediary or library format. As long as your rigs bone hierarchy is identical in each modelling software then you would just import and retarget from BVH into whichever model software a person prefers to use. When you do editing work you export back out to BVH, and then one person would take the final BVH's import/target and then export to game ready versions. Just about any decent modeller I've used has support for importing and retargeting BVH built into it.

Here are some that I've used or run across myself...

Mapzone - http://www.mapzoneeditor.com/ - The first generation of texture generation tool "Substance" which is very cool but really only useful if you integrate it with your engine. This one is free and good for creating textures somewhat organically.

Bixorama - http://www.outerspace-software.com/bixorama.html - Great for creating skymaps or cubemaps from panaromic images. Very cheap and I've not found anything like it.

Pixplant - http://www.pixplant.com/ - Not really cheap but I've found it well worth the money. Super easy to use and effective way to convert a photo image into a seamless tiled texture. Mapzone is the closest thing to a free alternative but alot more difficult to achieve the same result.

ShaderMap 2 - http://shadermap.com/home/ - Cheap and fairly powerful way to create texture maps from source images if you don't want to use models to generate them. My favourite feature about Shadermap is being able to draw on a normal map in realtime without having to do it pre channel by hand.

MyPaint - http://mypaint.intilinux.com/ - Free digital painting tool, terrific for concept art drawing especially if you have a tablet, probably the best brushes and nice unobtrusive interface.

InkScape - http://www.inkscape.org/ = Free vector graphics drawing tool.

Wood Workshop - http://www.spiralgraphics.biz/ww_overview.htm - Free wood texture generator from the same guys who make Genetica.

xNormal - http://www.xnormal.net/1.aspx - Free Excellent map creation tool if you are using low/high poly meshes.

IrfanView - http://www.irfanview.com/ - Free image viewer/converter. In the rare case I run into an image I need to convert to get into another application like Gimp.

3D Object Converter - http://3doc.i3dconverter.com/ - Cheap 3D object viewer and conversion. Sometimes handy if you acquire sources that Blender doesn't have an import for.

Ultimate Unwrap 3D - http://www.unwrap3d.com/u3d/index.aspx - Cheap 3D unwrapping tool, can also be used to import/export models from a large number of formats as well.
Makehuman - http://www.makehuman.org/ - Free tool for creating human characters.

3D Coat - http://3d-coat.com/ - Fairly cheap voxel modelling, retopology, uv-mapping and painting tool.

BVHacker - http://www.bvhacker.com/ - Free animation (bvh) editing tool, quick and easy way to prepare animations before taking it into Blender for deeper editing. 

TimelineFX - http://www.rigzsoft.co.uk/timelinefx-particle-effects-editor/ - Cheap particle effect editor
