Graphic Animation Question

It appears to be set up with comic style rather than a realist style of terrain, something that might have been done by Disney. Things made in this style are a lot more simplistic in nature, and overall easier to create as they dont have to look too real.

The majority of it would be down to your model makers and the textures they used - the rest would be custom shaders and tweaking the environmental lighting to suit your goal.

all of that looks like it would be possible to make in 3ds max or maya , which is normally good as its the only software currently to allow export to the hero HGM format

There is no program or any special solution to making graphics like Wildstar. You can do all of that in Heroengine and the basic tools (Maya, Max, Photoshop). What you do need are talented artist/programmers that can pull off such a look with their models, textures and shaders. Carbine Studios (Wildstar) has a very large staff of seasoned veteran game developers. There is nothing that will get your game looking like that other than skill and money, Hero has the capability of creating something like that with the right talent.
